Fees & Charges
We provide a range of services to the aviation industry. This includes licenses, medicals, aircraft registration and operating certificates.
We set standards for the delivery of these and recover costs for service provision.

We set standards for the delivery of our services in the form of Service Charters.
Cost recovery framework
We must recover costs for providing regulatory services as provided for under Section 29 of the Civil Aviation Authority of Fiji Act and the Civil Aviation (Fees and Charges) Regulations.
We have regulatory services fees that include but are not limited to:
- licenses and ratings
- exams
- medicals
- aircraft registration
- permits and exemptions
- certificates
- authorisations
We use a mix of fixed fees and hourly rate charges depending on the level of complexity and experience needed.
Our charges may be a fixed fee, or an hourly rate charge.
When you apply, the fixed fee will be on the form. If there is an hourly rate change, we will send you an estimate of what it will cost us to provide that service.
To continue, you must:
- pay the fixed fee or estimate
- send us any required documents.
We will then start to assess your application.
For hourly rate services, we charge:
- from the time your application is opened
- for all meetings other than the first meeting
- for time taken to clarify and request any documents.
The estimate is valid for 30 days. If you do not pay, we may close the job and return your application to you.
Where payment is outside of the 30-day limit, we will review the estimate to make sure it’s still valid.
We will let you know if the final charge exceeds the original estimate and send a revised estimate. You must pay the final estimate in full before we will issue the final document to you. You will not be able to exercise the capability until the document has been issued.
Withdrawal or refusal of an application
We will charge for all relevant time spent processing and considering your application, including if it is refused.
If you withdraw your application after work has commenced:
- we will still charge you for the time we took to process and consider your application
- we will charge you for any work done on your application
- we will refund you the remaining balance.
Schedule of fees
The lowest rates apply to services that are mostly administrative or require a small degree of technical skills.
Where technical expertise is needed, the top two hourly rates will apply.
The highest rate will apply for services that, in the interests of aviation safety, must be provided by:
- a Senior CAAF officer
- a CAAF officer with particularly experience or qualification.
Certain kinds of complex, high capacity operators, and types of aircraft, work or facilities will automatically require this.
The charges will also include an Overhead cost.
We also recover costs for travel, including airfares and accommodation. Travel time includes time spent on flights or driving.
