This role will be based at CAAF HQ, Nadi.
The Air Navigation Services Inspector - ATM/MET is responsible for the safety oversight of air traffic service providers (ATSP), aeronautical meteorological service providers (AMSP), aviation training institutions certified for air traffic services training, and support to the Personnel Licensing Office for the licensing of air traffic service personnel in compliance with ICAO Standards and Recommended Practices (SARPs) and Fiji Legislation and Standards.
The role is responsible for the effective implementation of the critical elements of the State’ Safety Oversight System and relevant safety practices and procedures to ensure a high level of industry safety.
The role reports to the Senior ANS Inspector and will be responsible for fulfilling the following critical outcomes:
• Effective delivery of Air Navigation Services safety oversight functions ensured
• Robust audit, risk and compliance services ensured
• Well-informed Management and Stakeholders
• Effective contribution and support to the Ground Safety department
• Teamwork and cooperation
• Organisation's image and value standards demonstrated and promoted
To excel in this role, the applicant must possess the following:
• Degree in Aviation or relevant technical qualification, Air Traffic Control License with minimum three (3) ratings
• Higher Degree including Post Graduate Certificate or Diploma in Aviation would be desirable
• Hold or have held an ATS Instructor and ATS Examiner endorsement for 5 years
• Minimum of 10 years post qualification experience as an Air Traffic Controller
• Minimum 3 years’ experience in an Air Traffic Services supervisory/managerial role
• Basic Aviation Meteorology Training
• Auditor training and experience in the conduct of audits would be desirable
• Expert knowledge and understanding of established principles, practices and procedures relevant to ATS, Meteorology and personnel Licensing including ICAO Annex 1, 2, 3, 11 and 19 standards and recommended practices and associate guidance
material
• Sound understanding of the requirements to support the safety oversight of Air Traffic Management services, Aeronautical
Met and ANS personnel licensing
• Good understating of audit procedures and policies as well as internal controls
• Familiar with the licensing process for issue/renewal of Air Traffic Service Licenses and associated ratings and validations
• Must be computer literate and able to use Microsoft Office programmes as a minimum
• Sound working knowledge of Fiji aviation regulatory requirements and standards
• Aviation Safety Management System Training; Expert knowledge and training in Safety Management Systems, including
experience in the conduct of risk assessments and compilation of safety cases. Experience in the
development/implementation of SMS including preparation of SMS manuals will be considered an added advantage
• Experience as an ANS Inspector or aviation auditor (ANS) in a civil aviation administration with experience in the development of ANS rules and regulations would be an advantage.
