NOTICE TO ALL AIR OPERATOR CERTIFICATE HOLDERS
A polite reminder with respects to staffing levels and expiry dates, ANR 34 (2) refers.
The Authority may grant to any person applying therefore an air operator's certificate if it is satisfied that such person is competent, having regard to his previous conduct and experience, his equipment, organisation, staffing, quality assurance systems, safety management systems, procedures for the exercise of operational control, maintenance and other arrangements, to secure the safe operation of aircraft of the types specified in the certificate, on flights of the description and for the purposes so specified. The certificate may be granted subject to such conditions as the Authority thinks fit and shall, unless previously surrendered, suspended or revoked, remain in force for the period specified in the certificate.
It is therefore the responsibility of the certificate holder to ensure that the organisation has the correct staffing levels to function safely, legally, have the ability to train their staff and conduct assessments. Aviation industry partners are requested to plan ahead and act now.
Furthermore, the expiry of ANR 45 checks should be forecast, and planned for, well in advance of the date required. Exemptions to ANR 45 checks will not be forthcoming, as the risk will fall on the Authority, the Authority has a duty of care to the travelling public to ensure that crews remain competent, capable, and current in their respective duties.
